 9日,PMBOA 在芙蓉召开了记者会,并提供政府两 大选择—一就是收购所有的短程巴士公司或提供 公里数补贴。结果政府没有任何回应。2011年1月 26日,我们和SPAD见面,他们要求我们呈上备忘 录。我们于是在2011年2月11日呈上备忘录,但自 此就没了消息。2011年7月8日,我们和大马交通 部长拿督斯里江作汉会面,恳请他协助我们,但 他回答说他无法帮忙,因为SPAD不在他的管辖范 围内。
我们等了一整年。政府没有任何回复,也没有采 取任何行动。因此,我们在2011年11月14日召开 了另一次的记者会,宣布说我们无法再承受亏 损,在别无选择下只能停止6个州属的短程巴士服 务,这包括了吉打、槟城、雪兰莪、森美兰、彭 亨及吉兰丹,穿行路线达80条,涉及的巴士公司 达18家,巴士总数达415辆。
每一个州政府对此都有不同的回应。森美兰、槟 城及吉兰丹的州政府将在他们各别的州属里为 KTB(不包括其他的短程巴士公司)提供了几个 月的津贴。我们所取得的最佳解决方案来自马六 甲州政府,也就是愿意收购马六甲的巴士短程公 司,并提供员工补偿。
主要的问题是许多州政府都涉及巴士业。即使是 前企业家与合作发展部,也通过Mara参与巴士行 业,和巴士业者共同竞争。他们非但没有帮忙我 们这些巴士业者,反而将我们挤出市场。
我鼓励所有的会员申请4亿令吉的支援基金。 但要申请该支援金,短程巴士公司必须提供许 多证明文件和详细的营运资料,而这些都是小 型巴士公司无法做到的。此外,SPAD并没有固 定的方程式,我们无法知道它将如何分配这笔 基金。
政府的注意力只是集中在雪兰莪的巴士短程公 司,我认为他们应该同时注意其他的州属。我希 望政府能快速行动,解决我们的问题,而不是在 拖延时间。
2011年10月6日,我们寄了封信给首相拿督斯里 纳吉,希望能和他会面,以便我们能直接将问题 反应给他知道,因为SPAD是在他的管辖范围内, 而且他又是大马的财政部长。然而,截至目前为 止,我们仍未收到任何来自他办事处的消息。我 们还在努力联系,希望能尽快获得和他面谈的机 会。这很重要,因为他目前只是从他的顾问和官 员那里,听到一方的故事而已。我认为他应该见 一见我们,以取得第一手的资料,然后做一个明 智的决定。

or pay us per kilometer run. There was no answer from the Government. On 26th Jan 2011, we met up with SPAD, and they asked us to submit our memorandum. We did that on 11th Feb 2011, but thereafter we heard noth- ing from them. On 8th July 2011, we met and asked Malaysia Transport Minister Dato’ Seri Kong Cho Ha to help us, and his reply was he could not do anything as SPAD is not under his ministry.
We have waited for one whole year. As there was no answer and no ac- tion was being taken by the Government, we held another press confer- ence in Seremban on 14th Nov 2011, announcing that we were at the point of closing down our stage bus operations because we could not continue to sustain losses and that we had no choice but to terminate stage bus services in 6 states, including Kedah, Penang, Selangor, Neg- eri Sembilan, Pahang and Kelantan. This involved 18 bus companies, 415 buses and 83 routes.
Each state government responded differently. Negeri Sembilan, Penang and Kelantan offered to subsidise the KTB operations in their states for a few months but this was not extended to the other stage bus operators. The best solution that we received was from the Melaka state govern- ment, who offered to buy up all bus operators in Melaka and compensate the workers.
The problem is that many of the state governments themselves are get- ting involved in the bus industry. Even the former Entrepreneur and Coop- erative Development Ministry, through Mara got into the bus industry and competed with the bus operators. Instead of helping, they were squeez- ing us out of the market.
I have encouraged all our members to apply for allocation from the RM400 million fund. But, in order to apply, the stage bus companies have to provide many supporting documents and detailed operating informa- tion, which the small bus companies may not be able to do. In addition, there is no fixed formula on how SPAD intends to allocate the funds to the stage bus operators.
The Government is concentrating only on stage bus operators in Selan- gor, and I think they should also simultaneously look at other states. We hope that the Government will take urgent action and solve our problems and, not continue to drag us along.
