3) 营运管理:营运者的任务是编排司机值勤表和监控他 们的工作表现,包括监视赏罚系统,通过汽车供应商 所建议的定时服务和维修时间表,确保车子的营运 。
4) 司机:他是方向盘背后的人,在整个旅程中控制着巴 士。司机是影响此行业的好几个问题中最关键的要 素,然而却没有任何一方采取有效的解决方案。在回 应巴士车祸的课题中,大部分人提出的倡议都是未加 思考的,无法真正解决问题的根源。
整个巴士行业,不论是长途巴士、游览车、短程巴士或 者城巴,学巴及厂巴士都面对着司机短缺的问题,许 多年来,巴士营运者不断告诉马来西亚道路安全研究院 (MIROS)和相关的政府机构说,如果不处理,总有一天 这样的情况会变成个“计时炸弹”。事实果然如此!该计 时炸弹最近引爆了!我们看到了许多的车祸和伤亡。
媒体的报导吓坏了公众,这些人当中有些是乘客。经常 的尿液检查和许多未经思考的控制,当然吓退了那些原 本想当司机的人。如果我们有许多司机,那么他们就会 因害怕失去工作而处处小心谨慎,也就不会突然改变行 径和想法。

Road condition and environment: Our country has both good roads and poorly designed and/or constructed roads, including the lack of signages and safety barriers. However, coupled with the bad weather or poor lighting, the condi- tions can lead to an accident. The recent incident involv- ing our double decker bus was partly due to the absence of a merging lane signage before the section where the two lanes merge. A car on the left lane suddenly swerved to the right in front of the bus instead of giving priority to the vehicle on the right lane. This occurred during a pitch black night. In trying to avoid crashing into the car, the bus driver hit an electric pole leading to the bus landing on its side. Operator’s management: The operator’s duty is to roster and monitor a driver’s work performance, including oversee- ing the reward and punishment system, and to ensure ve- hicle operability through a regular service and maintenance schedule as recommended by the vehicle supplier.
Driver: He is the man behind the wheel and in control of the bus during the journey. This is the most crucial factor due to several issues affecting the industry without effective solu- tions being taken by any party. Many are reacting to bus accidents by initiating knee-jerk initiatives that may not solve the root causes of the problem.

The whole bus industry, be it express, tourist, stage or city, school and factory buses, is suffering from a dire shortage of drivers. For many years, bus operators had informed MIROS (Malaysian Institute of Road Safety Research) and the relevant government agencies that this situation would become a ‘time bomb’ one day if not addressed. True enough... the ‘time bomb’ exploded re- cently: Many accidents, injuries and deaths.
What was aired in the media horrified the general public, some of whom could be bus passengers. It certainly turned people off from becoming bus drivers who had to face frequent urine
