two drivers might be talking to each other, which defeats the original purpose of having one of them resting (sleeping) on board so that the second driver that have enough rest can take over the other half of the journey. But, the real scenario is the second driver might not have enough rest, just as I have mentioned earlier, talking to the first driver, or have a good rest as compared to resting in his own house or hotel. In addition, using this system, the two drivers might work more than 16 hours per day, which proves that driver fatigue is also a cause of accidents. Thus, Miros itself recommended the law to change to promote one man operation (OMO). This translates driv- ers working in swifts. A day shift driver will rest fully during the night while a night shift driver will have enough rest at the comfort of their house or company hostel during the day.

For double-deck buses, I think it is important that bus companies invest in reliable brands. For instance, Scania buses are equipped with the Scania Retarder, which allows the driver to reduce ve- hicle speed without using the normal brakes, thus keeping them cool and fresh for emergencies. Also, like MAN buses that are equipped with Electronic Stability Programme (ESP) that continu- ously monitors the ride dynamics of the vehicle and intervenes in the engine management and brake systems if the vehicle is in dan- ger of tipping over or skidding.
Driver fatigue and behaviour also are the two main causes of road accidents. These are something that we are not able to control as bus operators. However, I urge the government to set up a system, such as not to renew the driving licence of drivers that regularly con- travene traffic laws.

Structures of buses and coaches are definitely important. They offer protection to the passengers in the case of collision. The extent of injury will depend on the speed of the vehicle at time of the accident and the nature of the impact. As it is not mandatory for coaches to have safety belts, there is also a high tendency for passengers to be thrown out of the coaches during accidents.
What about body builders? Do you think they should be audited by a government body? Is there any regulatory body governing the design and building of bus builders as well as chassis modification?

I am not sure of what goes on between the bus builders and the rel- evant authorities. One thing I would like to emphasise here is that it is not sufficient to just look at the plan and approve the design. There must be someone, Miros/Road Safety Department/JPJ to regularly visit the bus builder’s site while the bus is being built in order to ensure that everything is conforming to the approved plan. If the authority is already practicing this, then I think they should tighten the checks.

We have regulations, such as the ECE R66 rollover deformation regulation. That means the roof of the bus has to comply with this regulation and go through the simulation test to ensure the safety of the passenger during accidents. The authorities need to tighten the enforcement and the monitoring process.
